Implementation of Exlusive Breastfeeding Policy On Working Mother in Padang City

Abstract


Background : Coverage of Exclusive Breastfeeding in Padang City has not reached the national program target. The cause of failure in exlusive breastfeeding is because has the mother to work. The percentage of working mother who breastfeeding in formal sector is (32%) lower than the national target (80%).

Materials and methods : This study was qualitative research. It was conducted in goverment and  private institution in Padang city. Informant of this study was 8 people that 3 of them from goverment. They are the head of the division principal of child is rights, The section principal of training and productivity man power, and The head of the division principal of public health. Two of them form the head of private institution. They were  the general of national health insurance, and the head of private institute. The last, three  working mother who have average 0-24 months kids in both private and goverment institution.Those informants were selected through purposive sampling. Source of the data were from primary and secondary sources. The data collected by in-depth interview, observation, analysis document. The data analyzed with a triangulation.

Results: The result which from input component was obtained there were no staf and supervisor occupied, lack of fund allocation and facilitated in some goverment and private institution in Padang. The merely method that can be used in implementating of oplicy in workplace was by having a meeting. Process component, showed that communication, dispotition and attiude of implementers have not run well. The absence of special standar of operational in the implementation of policy and don’t have bureaucratic structure seen from the absence of working groups of the three agencies, It was proven by there was no team work existed form thoses institution and not good coordination. Output component, can be seen from many institution that did not nursing room for mothers, and lack support from the supervisor or leader giving administration toward s thoses working mother to give exlusive breastfeeding

Conclusions: the implementation of exlusive breastfeeding policy for working mothers currently have not archieved maximal target from input, process, and output component.
